To ensure grants and programmes are mission-aligned, fairly awarded, lawfully delivered and demonstrably effective.

Key commitments

  • Published, objective eligibility and selection criteria, with documented, conflict-free decisions.
  • Grantees are assessed for legitimacy, capacity, beneficial ownership and integrity before award.
  • Every grant is governed by a written agreement covering purpose, milestones, reporting, safeguarding, data, audit and clawback.
  • Funds are released against milestones; misuse triggers suspension and recovery.
  • Beneficiary selection is fair, documented and non-discriminatory; results are monitored and evaluated.
